To submit a rebuild request, all of the following requirements must be met.

Player must be a C-Token holder
One rebuild per character (DM intiated rebuilds due to plot events are not counted)
Must have IC reason for the rebuilds documented
Must be approved by the Rebuild DM (Currently Kuker)
Denials will only be reversed if the IC reasons change
Any DM can perform the actual rebuild, but only AFTER Rebuild DM approval
Characters that have been denied a rebuild need to have the reasons for denial documented as well
No retroactive class rebuilds to include PrC classes (can only rebuild to prepare them to be able to take their NEXT level as a PrC)
